Summary of the Issue:
Karnataka Government failed to uphold the Democracy Laws/Values,
Govt. is there to protect the Corrupt Politicians and  not  for the welfare of the Public/Media/NGO etc... !!

Karnataka Govt. Say the following(Indirectly) ??:
  1. FIR will be registered only when Ministers/their followers Complain this right is not for the General Public/Media/NGO etc
  2. Law is Only to protect the Corrupt Politicians !!
  3. Freedom of Media to Fight against Corruption is Crime
  4. People of Karnataka Do not have the rights to fight against Corrupt Politicians/Ministers !!
  5. People should let the Ministers to Loot the State Freely !!
Question arises Are we Living in a Democratic Country ??
is it not  a Million Doller Question ?
